Civilian Monitors
A civilian monitor is a person appointed by the commission as stated under Part 7 of the Police Services Act. A civilian monitor is responsible for monitoring the progress of an investigation being conducted by the Independent Investigation Unit into an incident involving a member of a police service in Manitoba. A civilian monitor is requested by the civilian director of the Independent investigation Unit and assigned by the Chair of the Manitoba Police Commission.
Using civilian monitors is mandatory in cases where the death of an individual may have occured as the result of the actions of a police officer. They may also be called in, at the request of the civilian director, to monitor cases in which serious injuries have occured or in any other investigation where the civilian director feels it is in the public interest to do so. Prior to monitoring an investigation, civilian monitors must receive training arranged by the commission.
