Police Boards
Provide civilian governance respecting the enforcement of law, the maintenance of the public peace and the prevention of crime in the municipality.

The Police Services Act provides the foundation for the three programs that fall under the Manitoba Police Commission (MPC). Under the Police Board program, the MPC is responsible for developing an ethical code of conduct and a policy and procedure manual for Police Boards and for arranging training for Police Board members. The Civilian Monitor Program will arrange training to Civilian Monitors and appropriately assign civilian monitors to specific conduct incidents involving police officers. Finally, the Legislation Program will be the vehicle the MPC uses for public consultation on law enforcement matters and for providing advice to the minister on regulations or on specific issues relating to law enforcement or policing.

Monitors investigations conducted by the independent investigation unit and to make sure the investigation is in accordance with
prescribed practices and procedures.
MPC is responsible for providing advice to the Minister of Justice on regulations dealing with the operation of police services
and the conduct of
police officers.
At the request of the Minister of Justice, the MPC may be assigned specific duties or research projects related to policing.
