About Our Staff

The Manitoba Police Commission has three staff working full-time at its offices. These staff assist the Commissioners and conduct the day-to-day business of the Commission.

Our Staff

Andrew Minor - Executive Director
The Executive Director is an employee of Manitoba Justice who reports operationally to the Chair of the Manitoba Police Commision and administratively to the Assistant Deputy Minister of the Community Safety Division. The Executive Director is responsible for ensuring that the MPC meets its statutory responsibilities. Based on the MPC's identification of regulatory priorities, the Executive Director conducts public consultations, assesses similar initiatives in other jurisdictions, consults with stakeholders and the public from the MPC to the Minister of Justice on PSA regulations

Leigh McCulloch - Assistant Director
The Assistant Director reports directly to the Executive Director. The Assistant Director is responsible for conducting policy analysis and research, co-ordinating the development of legislation and leading the development of policies and programs. The Assistant Director is required to manage major policy initiatives and projects in consultation with other Departmental officials and external agencies. The Assistant Director assumes the assigned duties of the Executive Director in his or her absence.

Bobbie Robinson - Administrative Officer
This position reports directly to the Executive Director and has the responsibility for the administrative and office management support for the Manitoba Police Commission. Programs supported include: the Police Board Program, the Civilian Monitor Program, the Legislation/Regulation Standards/Research Program and the Ministerial Special Studies and Referral Program. Supporting these programs include creating, maintaining and administering a file management system, establishing office routines, schedules and processes, ensuring an appropriate level of administrative support for all programs under the umbrella of the Commission, acting as the first point of contact for inquiries with the public, stakeholders, and media regarding the Commission's various programs.
